Job Title: Quality Improvement Officer

Reports to : DACC

Job Summary:

The District Duality Improvement Officer will be an overall technical lead in all matters pertaining to integrating projects’ Continuous Quality Improvement (CQI) as per the Tanzanian Government and PEPFAR standards. She/he will provide technical support to strengthen Quality improvement for the services offered at the district, health facility and community levels. The DQI Officer will focus on providing technical support to MDH supported sites and communities to use standardized national/international acceptable CQI approaches for gap analysis and integrate CQI activities as well as scale up best practices. He/she will capacitate the sites to data visualization and use for CQI through strengthening the use of existing Government CQI data and tools at sites and community levels.

Duties and Responsibilities

1. Support the health facilities in the district to establish and activate functional Quality Improvement Teams (QIT) and Work Improvement Teams (WIT).
2. Support the health facilities /district teams to review performance, identify gaps and areas for improvement and assist the teams to prepare plans for improvement.
3. Support follow up implementation of quality improvement initiatives at the health facilities.
4. Assist program staff of the respective district to plan, conduct evaluation and survey to identify gaps at the facilities and respective districts.
5. Facilitate onsite monthly and district quarterly QI meetings to share challenges and successes in implementation of quality improvement projects within the respective districts.
6. In collaboration with CHMT conduct quarterly supportive supervision in respective district.
7. Conduct mentorship on the identified gaps and challenges found during supportive supervision.
8.  Ensure QI goals and initiatives for the health facilities and district are set based on the national and program priorities.
9. Work closely with CHMT, District QI Coordinator and Program Managers in building capacity of health care workers on Quality improvement.
10. Performa any other duties that may be assigned by the Supervisor.

Requirements: Education, Work experience and Skills:

1. Bachelor Degree or Advanced Diploma in Medicine, Nursing or related field registered/ licensed      with relevant professional board.
2. At least one-year experience in implementing quality improvement activities.
3. A minimum of two (2) years’ experience working in public health programs/services.
4. Experience in planning and implementing quality improvement activities.
5. Having knowledge of QI Model and QI Approaches.
6. Experience in writing reports, best practices and lessons learned.
7. Excellent written and verbal communication skills with fluency in English and Kiswahili.
8. Strong computer skills (MS Excel, Access, Word, and PowerPoint presentations.
9. Ability to provide high quality technical assistance to the District in all matters pertaining to Quality improvement (CQI).

Job Title: Laboratory Service Officer

Job Summary :

District Laboratory Officer Provides technical assistance to MDH- project supported Laboratories in the District and provision of high quality clinical laboratory services.

Duties and Responsibilities:

1. Provide technical assistance and supportive supervision to the laboratories at regional, district and health center facility levels.
2. Assist the laboratories to provide adequate and reliable testing services to support HIV and TB care and treatment services in the region.
3. Work closely with other units, District Health authorities and other implementing partners to ensure adequate coordination and efficient utilization of resources for effective laboratory services in the region.
4. Assist in the development of laboratory policies and standard operating procedures (SOPs) that will ensure implementation of activities of management, quality assurance, personnel performance evaluation and documentation to assure compliance and adherence to regulatory guidelines.
5. Assist in the implementation, monitoring, and documentation of laboratory test results including follow-up on abnormal results and critical values.
6. Provide logistical support for the procurement and ordering of laboratory reagents and supplies
7. Assist in the preparation of reports on logistic management of reagents and consumables in order to improve supply management.
8. Assist in development of continuous training programs focusing on laboratory testing, QA/QC, GLP and safety.
9. Assist the laboratories to implement and maintain ISO 15189 laboratory accreditation standards
10. Support the laboratories to properly implement data management practices and ensure accurate and reliable reports and data are generated
11. Ensure preparation of monthly and quarterly reports and submission to the appropriate authority.
12. Assist with other technical support activities for MDH

Requirements, Education, work experience and skills

1. A degree or Master’s degree in health laboratory sciences or biomedical laboratory sciences 2. A minimum of 4 years’ experience in working at laboratory project management in the HIV/TB Care and Treatment settings 1. Job Title: Laboratory Technician

Reports to : Manager

Job Summary :

A Laboratory Technician, in research, testing and laboratory maintenance. Their duties include recording data, sterilizing equipment and ordering and organizing supplies.

Duties and Responsibilities:

1. Reading, understanding, and implementing SOPs for molecular analysis of HIV drug resistance and viral load.
2. Performing daily QC checks on all laboratory processes and procedures for accurate and reliable test results.
3. Performing pre-analytical procedures on all specimens received including but limited to inspections, registration, separation, and storage.
4. Performing testing in molecular biology to determine level of HIV drug resistance and amount of HIV virus.
5. Performing results analysis and interpretation and indicate in case of critical/panic results
6. Preparing samples for shipping according to SOPs.
7. Documenting daily operation, recalibration, preventive maintenance services, repair of machines/analyzers using operation, reagents, calibration, maintenance and corrective action logs.
8. Troubleshooting minor technical faults in machines using operation manual, document the action, and report to laboratory supervisor.
9. Analyzing PT samples/panels received for external quality control program and submit them within deadline.
10. Checking and completing all the laboratory results in the Laboratory Information System or register book before validation/verification by a laboratory supervisor.
11. Archiving all the source documents after testing in the appropriate files.
12. Preparing summary reports of the machines/analyzers at the end of every week and month.
13. Performing duty deemed necessary by the lab supervisor including but not limited to training of junior technicians and students.
14. Observing all the quality requirements to fully support the laboratory towards accreditation.

Requirements, Education, work experience and skills

1. Bachelor degree in molecular biology or biotechnology.

2. Laboratory quality management training is an added advantage.

Job Title: Pharmaceutical Technician

Job Summary :

A Pharmacy Technician is a professional who helps pharmacists dispense prescription medication to customers or health professionals and ensure that everyone has what they need. They mainly work in retail pharmacies, but some are employed in hospital pharmacies.

Duties and Responsibilities:

1. Make sure that the storage and dispensing area is clean, safe and conforms to laws governing pharmacy and pharmaceuticals.
2. Project consumption estimates for each drug item on monthly basis.
3. Make order of drugs from main store of your respective district store according to anticipated Monthly requirements by filling authorized tools i.e. ordering and requisition voucher.
4. Receives deliveries and counterchecks and sign off all drug deliveries.
5. Keep records of all receipts and issues. Maintain bin card for each item and keep a running balance
6. Store, distribute and control the stock and ensures uninterrupted supply of drugs at all times by ensuring Max-Min stock level of 2/1 Month at all times.
7. Redistribute the nearly expiring drugs to sites that can consume them before the expiring dates.
8. Controls and separate immediately the damaged and expired drugs from the shelves/cupboard and keep all set aside for destruction.
9. Monitor prescriptions from dully authorized prescribers for appropriateness and discrepancies.
10. Dispense/refill all prescriptions.
11. Provide medication adherence counselling to patients.
12. Maintain records of all drugs issued to patients to dispensing register, paper based and or software.
13. Prepare and submit Monthly drugs consumption report which includes stock level and number of patients on ARVs per regimen to district Supply Chain Officer before 5th of the next month.
14. Provide drugs information to patients including other member of the clinical staff
15. Maintains confidentiality and keeps patient information and records secure

Requirements, Education, work experience and skills

1. Diploma in Pharmacy or equivalent field from a recognized institution.

2. Registered/enrolled by the Pharmacy Council of Tanzania.
3. A minimum of Two (2) years working experience in a Pharmaceutical environment, preferably in a similar position.
4. Work experience in HIV/AIDS care and treatment program will be an advantage. 1. Highest level of integrity.
5. Ability to work and deliver under pressure and tight deadlines with minimum supervision.

Job Title: HIV Tester

Duties and Responsibilities:

1. To serve as liaison between clinicians/clinics, individuals screened and care centers.
2. To provide on-going counseling and testing while maintaining confidentiality and patient rights, provide psychosocial support and assist with referral and linkages.
3. To assess, document all referrals, make follow-up and report on referral outcomes.
4. To monitor the quality of test kits by the use of suitable control materials/samples from laboratory department.
5. To be up to date on current HTS protocols/guidelines and ensure correct testing services (periodic review of standard operating procedures with support from laboratory department).
6. To ensure safe storage of HTS related items and to request/prepare all the necessary consumables for undertaking the HTS activities on time.
7. To compile and submit HTS reports on weekly, monthly and/or quarterly to the HTS coordinators on time.
8. To keep accurate HTS and referral/linkage records (logbooks, registers, reports)
9. To work with team member to monitor quality improvement plans with regards to the established performance targets/indicators.
10. Ensure HIV testing is performed according to the National HIV Testing algorithm.

Job Title: TB/HIV Officer

Reports to : DACC

Job Summary :

The TB/HIV Officer works with and supports the MDH RTB-HIV Manager to ensure efficient implementation, M&E and reporting of TB/HIV services in her/his respective region including direct field coordination of key program priorities such as Isoniazid prevention therapy (IPT), intensified TB case finding and multi-drug resistant TB diagnosis and management. She/he is responsible for field implementation, coordination and reporting of TB-HIV initiatives in her/his respective region under the guidance of the RTB- HIVM and in collaboration with DPMs and other MDH staff and relevant regional, council and health facility staff.

Duties and Responsibilities:

1. Support implementation, M&E and reporting of TB-HIV services under the Afya Kwanza project, as well as other relevant activities.
2. Support implementation of initiatives to address key program, donor and national priorities – such as intensive TB screening and case finding among PLHIVs and IPT- in line with national guidelines.
3. Provide TA to the DACC, DTLC and HFs in planning, implementation, M&E and reporting of TB- HIV services.
4. Support RTB-HIV Manager to assess and implement initiatives to address skill and resource needs in TB-HIV services through supportive supervision, mentorship, on-job training, CQI and other approaches in collaboration with R/DTLC.
5. Support timely collection and submission of TB-HIV data – as well as support strengthening of the related M&E systems – in collaboration with the M&E team.
6. Support RTB-HIV Manager in writing technical program documents including reports, best practices, lessons learned and other relevant documents.
7. Support and advise the RTB-HIV Manager on all TB-HIV issues and perform other relevant duties as assigned by the RTB-HIV Manager.
8. Performa any other duties that may be assigned by the Supervisor.

Requirements, Education, work experience and skills

1. Degree or Advanced diploma in medicine, nursing or related field with relevant national registration.

2. Master’s degree in Public Health or related field is an added advantage.
3. At least two (2) years of experience working in public health programs/ services.

5. Experience in using CQI, PHE and OR techniques to address public health challenges.
